COMING ATTRACTIONS: The Administration, rapped for its chaotic scheduling of policy pronouncements in the early months, is trying for better spacing of future events. In one of next month’s prime happenings, Defense Secretary Les Aspin will report on his massive “bottom-up” review of military strategy and long-range defense spending. . . . Also in September, the President will announce his health care reform “principles.” Indications are this will be a skeleton in need of fleshing out with detailed legislation. . . . Later in the fall, the Administration is expected to push for congressional approval of the free trade agreement. This, despite resistance from Democratic National Chairman David C. Wilhelm and House Democratic whip David E. Bonior (D-Mich.), who want the health care overhaul completed first. . . . Sources say President Clinton will stress health care, welfare reform and a jobs program in his next State of the Union speech in January.
