Toddler Dies After Being Struck by a Van

A 21-month-old boy died Monday after being struck by a plumbing contractor’s van pulling out of a driveway in his apartment complex.
Toby Nguyen was declared dead at the scene, said Westminster Police Lt. Bill Lewis. The boy was walking with his grandmother in the complex in the 7000 block of Park Street when he darted into the driveway about 12:45 p.m., Lewis said.
“The driver was extremely distraught and, needless to say, so was the family,” Lewis said.
The driver was not cited.
