U.S. Official Leaves for Talks in North

U.S. Assistant Secretary of State James A. Kelly left for North Korea for the first security talks between the United States and the communist country in almost two years.
Kelly, who handles East Asian and Pacific affairs, flew from South Korea on a U.S. military plane. His counterpart in the Pyongyang discussions is expected to be Kang Sok Ju, North Korea’s first vice foreign minister.
In Seoul, Kelly had met Foreign Minister Choi Sung Hong and two top national security advisors.
