Deficient Equipment Blamed for Toxic Leak

Federal investigators said a hose that ruptured at a chemical plant and sent a toxic cloud of chlorine gas into the air that sickened 63 people was substandard and shut-off valves at the plant failed to work.
The Aug. 14 leak from a train car at DPC Enterprises, south of St. Louis, prompted evacuation of hundreds of homes and businesses. Nobody was seriously injured.
