CIA Expert Picked for Terrorism Post

WASHINGTON — President Bush on Wednesday named a former top figure in the CIA’s war on terrorism to be the State Department’s counter-terrorism coordinator.
Cofer Black ran the CIA’s Counterterrorism Center from 1999 until May. He has remained with the agency since, but the CIA declined to specify his role.
His State Department job, which must be approved by the Senate, would give him the rank of ambassador at large.
With the CIA since 1974, Black previously served as a senior undercover officer and deputy chief of the Latin America division. He played a role in France’s capture of Ilich Ramirez Sanchez, commonly known as Carlos the Jackal.
Black received undergraduate and master’s degrees from USC.
