The average rate on a benchmark 30-year fixed mortgage fell to 6.21% this week, a second straight decline, from 6.25% the previous week, according to Freddie Mac. The 15-year fixed rate averaged 5.62%, down from 5.64%. The average rate for one-year adjustable loans rose to 4.19% from 4.13%.
