It’s Hard to Figure Out Inflation Rate

I wish someone would explain how if housing costs are going up 25% a year, inflation is only in the 3% to 4% range (“Price Gains Off Sharply Last Month,” July 17).
Does the government argue that the cost of living is not affected by the cost of housing?
Also, economists discard the cost of food and energy when they talk about the core rate. The core rate is a measure of inflation only if you don’t eat and drive.
