Governor Approves First College Vouchers in U.S.

Gov. Bill Owens signed the nation’s first college voucher plan into law, calling it a landmark step that would empower thousands of students.
Owens said the vouchers send a message to students that college was not out of reach and that state money -- up to $2,400 a voucher -- was available to help.
Stipends will be available to all Colorado undergraduate students who qualify for in-state tuition.
