Top U.N. Official in Kosovo Stepping Down

Harri Holkeri, the top U.N. administrator in Kosovo, said he would leave the post two months early because of his health.
Holkeri, a former Finnish prime minister, told reporters that he tendered his resignation to U.N. Secretary-General Kofi Annan. Holkeri didn’t say how Annan reacted, except that he had been “very understanding.”
It was not immediately clear when the resignation would take effect. Holkeri, 67, did not specify any ailment, saying only that he was following the advice of his doctors.
